[Bf-committers] EditMesh funcs must no longer be static

The EditMesh functions cannot be static any longer if my EMesh module is 
going to make it into Blender (see bf-python posts).  Since, obviously 
EMesh needs those functions.

By the way, I should have something to post by tomorrow or the day 
after.  I've done EditVerts and EditFaces, now all I need is to do 
EditEdges.  Then comes the torrent of EditMesh functions. . .subdivide, 
fractal subdivide, beauty fill, and whatever else exists.  I've already 
gotten two functions that returns whichever EditVert (or EditFace for 
the second one) is closest to the mouse cursor, but this messes up 
Blender if the mouse cursor isn't inside the 3D view window.
