As much as I hate to interfere in a good old-fashioned
religious war over the One True Path, let me point out 
that the whole #! thing is irrelevant in this case.

The SConstruct file is data.  True, it is in python format,
but it is data for scons.  It is not executed as a stand-alone
python script.
